Can't get URL Rewriting to work

I confirmed that module rewrite is enabled in a terminal session on the server.

I turned on URL Rewrite in Joomla and renamed the htaccess.txt file to ".htaccess"

Finally, I uncommented "RewriteBase /" in the .htaccess file.

I have this in .htaccess to test the module rewrite, but it's not working:
Options +FollowSymLinks
Redirect /google.html www.google.com
When I type in my website http://10.1.12.12/google.html, I get a "Not Found" error

Anything else I can do?

Are you planning to upload the site to a different server when the site is finished?

If the site is in development and you are planning to move the site I'd leave it at defaults for now

I myself only do the rewrite when the site is moved
