how to make the top nav/overly sticky

On this dev site I have not been able to use my usual tricks to lock down that top area (logo, overlay, nav). Sticky nav is enabled in template manager - and that's the only thing sticking

ALSO, on the onepage, when you scroll down and then back up, the banner rides under the top assembly. I tried changing the language in one of the php files in tpls (per an old ticket) and this didn't completely solve the problem - it only made it less worse. (tpls/blocks/scripts.php - offset)

using position absolute, i can pin the banner on scrolldown and scrollup... **but if I go to a content item** and then return to the home page, i get a surprising 'margin-top: -153' which comes from...some quanta in deep space?

method: click a map icon. then in the panel that opens to the right, click 'read more.' Then return home... watch the map shift.

I'm not sure I see the problem you refer to when I disable the custom css file

Can you add screenshots?

got it! added a big margin bottom to #top-overlay and that seems to be holding up
