Item layout not working for me

The administrator has disabled public write access.
Looking at the code it looks like the bottom row is nested in the zt-col zt-col-8 section

In the screenshot it doesn't look like this - is that correct?

Correct. The layout in ZT2 is not displaying on the frontend the same way. Same issue in Protostar so it has nothing to do with Xero/ZG4/custom.css

ASIDE: What extension do you use to smart link terms? For example when I typed "custom.css" it automatically links to your docs page. I've used ReReplacer for this but I think you might have a better solution.

Regarding the extension for the "custom.css" I'll need to check I think it was code Anthony wrote for the site

The custom.css link is added by some custom code for a couple of different terms.

I recently saw an extension on the Joomla directory called 'seo glossary' which does something similar by linking terms added to the glossary throughout the site with tooltips and a link to the description.
