Easy micro adjustments to CSS possible?

I'd like to make the H3 tag for the sidebar, a font-size of 150% (it's 100% at the moment).
I went to the Sage template CSS to find and make the change and was overwhelmed by the compression of the file into one long string (no layout).
Is there an easy way to find what I am looking for in the CSS; or perhaps there is something in the template options that I have not seen? For example, I can change the Heading font weight in the template, but that's about it.
