adding that dark tint to banner photo?

Hi Friends,
This may sound pretty elementary, but I just can't figure out how to add that dark (rgba?) overlay to a banner photo as in the grid4 demo. I currently have that banner module as a zentools2 with the photo filling the module. Is it something I need to do in photoshop? I thought there was a setting to put that filter over a photo...

Are you looking at the module published to the background position?

This has the styling applying

.zen-bg-overlay {
border-bottom: 4px solid rgba(0,0,0,0.6);
background-image: url(../images/grid.png);
}

This is really puzzling me, I've been making notations in custom.css today, and yet none of the changes is actually rendering. In fact, when I inspect the css on the front end, none of the changes I made are there, it still reflects what it was before I started today.

Any thoughts as to why?

Normally this means caching either on the site or the server or both

That would be my first port of call
