Weird white line in middle of page

There is a weird white line that appears about midway down the page in the site I'm working on using Builder Backgrounder (City of Lobelville article page). I've attached a screen shot for convenience.

Can this be fixed? Not sure where it came from, but it is annoying. Is it because there is no background image on article pages?

Hi Pat,

Try changing the body background colour to #212121
