error: "The update table is not up to date. Please rebuild your update server table"

I just installed the buildr quickstart pkg and I cant install additional languages becasue of:
Warning 
The update table is not up to date. Please rebuild your update server table

After the rebuild the same message appears. I tried it on PHP 5.6 and 7.1. I can install other extensions though.

Are you using Joomla 3.7?

Right this does look like a problem

I think it is our issue although people are reporting problems after Joomla 3.7
