getting background container color to appear

On this dev site, I have been trying to get the background container to show the color. Es wird nichts! (Works on the front page, though, and I am using the exact same setting.) Have attached image of my settings panel. Figures, now that I am half an hour from having this demo finished.

Looking at the pic you are looking at a background row colour - is that right?

Rather than the entire background?

yes. i'm having a hard time replicating two rows on the sub pages that are on the front page, though they are set up the same way.

this link (ie, any page but the home page) i want that bottom container color to turn the color specified. You may need sunglasses.

10 minutes from completion turns into 10 hours... never fails.

1. Row style
2. Container Style

Are you on the latest version of the template?

Do you see any error on save in the browser console tab?

Only cautions I see are:

just went to cpanel - siteground enabled a cache. does that even work? (rhetorical question.)

*I* did not have it enabled. Siteground simply turned it on. I NEVER use it.

It's enabled by default on siteground hosting packages

A total pain in the ass during development
