2. "Display child tags." does not appear to function.

If I select "Services" and set "Display child tags." to Yes, only the "Services" tag shows in the list. The child tag of "lead paint" does not show on the frontend.

Which content source is this?
Joomla tags or Joomla Tag content?

And which layout are you using?

Tags, I don't believe tag content can be ordered.
