Also do you have any caching enabled either on the site or on the server? e.g. siteground has server caching enabled as default

im changing the theme.blues.css . trying to change the background color

.banner-overlay {
padding: 0;
background-color: rgba(16,34,43,0.7);
height: 100%;
width: 100%;
position: absolute;
z-index: 1;
}

After saving, the modifications reverts back to original.

Hi

It will do as that file is overwritten every time a changes is made in the template settings

You need to add to the custom.css file or custom less files
