Fixed Background Image

I would like to have an fixed background image on my website. Using firebug it looks like I should be adding an image to the #fullwrap division. When I make the temporary change in firebug it works just fine but when I add #fullwrap {background-image :url("../images/biogbg.jpg" fixed !important;} the image does not appear. Is there something I am missing?
