background image gone

I used to have a background image on my front page at the top. It's gone. Any idea why?

The administrator has disabled public write access.

The browser is saying

Failed to load resource: the server responded with a status of 404 (Not Found) www.summerwinetrails.co.uk/templates/nebula/images/header/people.jpg

so normally that means the file is deleted or inaccessible
