Registration Restriction (Help me please)

So my professor required me to restrict and limit the number of people that can
register in my website, by means of using a special NUMBER that is required to
enter in the registration form. Without the NUMBER, or if the user input a wrong number he/she can't register. How can I do this feature? Anyone who can help? Please..i'm desperate. :(
