Do you get this on one site?

Do you get the same if you just install a old ish vanilla package from Joomla.org and then update it?

I get this on most sites. don't know about plain joomla since i have no use for the stock. but on other frameworks i've tested (which are all blanks), it's the same as my stable of JB production builds - sometimes (usually) happens, sometimes doesn't.

Do you get the same result with a default Joomla install?

This is likely to do with an 3rd party plugin loading some js there. I would unpublish any extra plugins one by one to see if you get the right result.
