Missing T3 elements

I'd like to re-size a module using the T3 Framework, but I think there's an issue with its setup. I have neither the configuration button in the top right corner nor the responsive layout and module positions tabs in the layout area. Is there a way to get these?

Do you have an index.html file in the root directory of the site?

It has an index.php file. Do I need to change that?

No the index.php file is part of the joomla site unless it was there prior to the Joomla installation

Was that the case?

Yeah, there's one re-direct set up to the site. I don't believe there was a joomla installation on this particular site before hand.

There was an index.html, we deleted it, it fixed the issue. Thank you so much for your help!!!
