Add a new custom menu item to the T3 UI?

I would like to experiment with adding a new custom menu item + settings to the T3 UI, similar to what JoomlaBamboo has done with the "Effects" menu item.

Is there any documentation about how to do that, or can you point me to files I would need to change (and any new files I would need to add) so that I could accomplish that?
