In most cases this will be in the core Joomla configuration.

To change site wide, global configuration > (left hand menu under COMPONENT) articles > then select the Articles tab

On this page you will see option for the display within article.
There is options to show/hide category and author, which are the two you mention along with other settings. All the settings here will apply globally to the site.

If you want to control on an article by article basis then in the edit screen of the article under options tab you get a similar set of options. These will override just that article settings. There are similar options in the menu as well which can be useful in some cases to give granular control.

Mostly I set in the global for the site.
