I'm not sure that you have found your solution as yet, but here is what I did...
I added the line below to the Base3 custom.css file.
(You will find the custom.css file here) - the path to the file looks like this:
public_html/yourDomainNameWouldBeHere/templates/base3/css/custom.css
I added this line:
#logowrap {padding: 20px 0 0px; background: none; border-bottom: none; border-top: none; color: #444444;}
Originally this line of css looked like this: I have underlined the bit that needs changing..
#logowrap {padding:
20px 0 30px; background: none; border-bottom: none; border-top: none; color: #444444;}
How did I locate this line of css and know what I had to change?
With the page I want to change displayed (in my case Firefox 33.1.1), I right-clicked my mouse and selected the "Inspect Element" option. I then rolled my pointer slowly down the code that was/is displayed until it highlighted the element that might be causing the space. Then, on the very right side of the Inspect Element screen (make sure that you are in the "Inspector" option - you'll see a tabbed menu that is titled Inspector), you will see the css and also where it is located! You can make temporary changes to the css right from this screen (to see if you are dealing with the correct element). No changes that you make here are saved here so, don't panic. To make the changes, locate the correct file by rolling your mouse over the "blue" clickable text (to the right of the word #logowrap) and the file path will be displayed.
