Changing bottom row in Base3

I have been trying to change the bottom row background color in Base3, but the usual declaration isn't working in custom.css
#bottomrow {
     background: #2f302f;
     }

I think its your radial gradient line - try removing that

If I add the style at the top of the stylesheet it works

background-image I think is invalid but not sure why the error seems to cascade
