I'm using the New Lifestyle template, and the sub-menu items appear when I click the first level menu items, but are not appearing on hover. I do have JB Library installed, and I don't have Mootools. I have a beta copy in its infant stages, here: www.uuwinnipeg.mb.ca/beta/ Right now, the Communication menu item is the only one with any sub-items.

First of all you don't need JB library installed unless you have a specific Jquery issue

I'd suggest also downloading and installing the T3 plugin file found on the template download page

Just checked the site on two different computers -- a Mac laptop and a different PC -- and it's not working on those. Is there a functionality that needs to be enabled in the browser for this to work? (e.g., JavaScript/Flash...)

No it should work but
