When custom.css doesn;t work, then what?

After a reasonably successful week getting things done, I've run into one of those situations when doing something in developer tools or element inspector works, but when plugged into custom css, doesn't. I'm puzzled as to why - but maybe someone else isn't!

I'm trying to close the gaps in the attached image using methods I've used before. But here? not so much. Can't figure out why...i think i've run out of divs, classes, and code.

The administrator has disabled public write access.
The bottom one is

#mainWrap ul {
margin-bottom: 30px;
}

.tab-content {
margin-top: 20px;
}

Top one is

section.article-content.clearfix {
margin-top: 30px;
}

So change those and you are away

I had the first two already - nothing happening. I think it might be siteground session caching or something. Going i'm going to go do something else for a while.
