Transferring site templates

I am running two staging sites... one has the correct content, but the other has a better template / subtemplate environment. In terms of installing the newer templates into [a back of] the older one with live data, how would I get all the subtemplates as well? Would this be a matter of

1) installing the base JB template
2) then overwriting the template folders with copies of the newer set from the dev site?
