No Graphic Button Descriptions At Top Of Forums Home Page

I am attaching a graphic of the default presentation of my forums home page - you can see there are no colors in the areas where mouseovers reveal both colors and text - so I see nothing unless I mouseover. Is something at my end causing this behavior? I see it in both Safari and Firefox.
