blank 'design' panel in admin

I was working on upgrading an older JB Hub2 site to Buildr (and I LIKE Hub2 but can;t make it work with J364). Anyhow, I'm getting a blank 'design' tab in the template manager. The other tabs are populated. Ideas?

Any security extensions on the server or site?

Any errors showing in the browser console window?

Any customised htaccess files?

the site was (past tense, i abandoned the attempt and tore the site out) in a staging folder inside the site it would have replaced. so it seems to me none of that should have mattered (note, past perfect tense).

So no security extensions or customised htaccess files?

and what errors do you have listed in the browser console tab?

there were (note, past tense) no errors in the console.

right no errors sounds like a security issue anything on the site or server?

admin tools, hackguard anything like that around?

none of that that I could (past tense) tell. When i brought the site over via akeeba, the original copy was working fine.

it was (past tense) running five six.

cannot open a ticket because the attempt is past tense. will try again on a different box tomorrow.

On a separate box, I am getting the following on the front end of Builder set to default. (dev link.)

The character encoding of the HTML document was not declared. The document will render with garbled text in some browser configurations if the document contains characters from outside the US-ASCII range. The character encoding of the page must be declared in the document or in the transfer protocol.

Back end isn't blank anymore but the following warnings come up

JQMIGRATE: Migrate is installed with logging active, version 1.4.1
JQMIGRATE: jQuery.fn.attr('selected') might use property instead of attribute

The jquery migrate messages come from the Joomla core and aren't anything to worry about.

i'm guessing we need to dial php up to 5.6. (the older template and version of joomla worked fine.)

The current framework plugin needs 5.4 or higher.

There is a backwards compatible fix for 5.3 which will be out in the next release.

Apologies if that was the original issue.
