Smooth scrolling animation for anchor links

I would like to add a scrolling animation to my anchor links. Where would I put the code?

surprisingly painless

They have used this one a few times

Thanks, Paul. I'll probably end up using that.

But if I were to use a javascript, do I put it in the box called "Custom Scripts" > "after opening head tag" in the template manager?

If its just code rather than a file it should work alright in the after opening head tag
