What is it a library of?

JB library is a series of scripts and tools

Is mostly used to manage or install Jquery

It shouldn't be required for your site if you are using a T3 template and don't need to manage the load order of jquery

right :)

In your case it would probably only come into play if you have a jquery conflict with a extension you install
